Covenant of the Goddess
The Covenant of the Goddess is one of the largest and oldest Witch and Wiccan associations and was incorporated as a nonprofit religious organization in 1975. The Covenant is an umbrella group of cooperating, autonomous Witchcraft congregations and individual practitioners with the power to confer credentials on its qualified clergy. It fosters cooperation and mutual support among Witches and Wiccans and secures for them the legal protections enjoyed by members of other religions. Dogwood Local Council
A Local Council is a smaller branch of the Covenant, consisting of at least three member covens of at least two different traditions, in reasonably close geographic proximity to each other. Dogwood Local Council serves Witches and Wiccans in Georgia and Alabama.
Among our activities, we sponsor local festivals and workshops, and generally work together for common goals close to home.

Joining the Covenant
Covens and solitary Witches and Wiccans in Georgia and Alabama apply to the Covenant of the Goddess through Dogwood Local Council.
General Criteria For Coven Membership
- Generally focus theology and ritual, etc., around the worship of the Goddess and the Old Gods (or the Goddess alone).
- Believe in and follow a code of ethics compatible with that of the Covenant.
- Have been meeting monthly or more often for at least six months.
- Have three or more members who have been formally accepted into the clergy.
- Be a cohesive, self-perpetuating group

Officers are elected at an annual meeting of the full membership and begin their term of office at Samhain (October 31st). Each candidate must be eligible to run for office according to the requirements in the CoG National By laws. He or she must be a member of CoG, a member of Dogwood Local Council and be eligible for ministerial credentials.
Election and Proxy Information
Per the Bylaws of the Covenant, all Covens and Solitaries shall send a representative or proxy to the General Membership Meeting of Dogwood Local Council. (See CoG 2012-2013
